Southern Nevada’s Pahrump Regional Planning Commission (RPC) members were leery March 10 about approving a recreational vehicle park with 620 RV spaces on 60 acres for fear it would turn into a mobile home park, according to the Pahrump Valley Times.
The request was tabled until next month.
Dave Richards of CivilWise Services said he was presenting merely a conceptual plan for the property owner, dermatologist Jeffrey Gunter and Rockingham RealtyNevada 2. Details would be addressed when site development plans were presented.
RPC member Mark Kimball said the development looked crowded; he appealed for more open space, greenery, walking paths and recreational facilities.
Richards said the RV park would be less congested than Desert Greens, a successful development enjoyed by the residents there. The owners planned to build a clubhouse and other amenities, he said.
RPC member Carrick “Bat” Masterson, in an initial look at the plans, said developers would need 82 restrooms to comply with county regulations. Requirements for RV parks also specify units must be able to be moved from hookups, have tires and be registered with the Nevada Division of Motor Vehicles.
Richards said the individual units parked there would have bathrooms, but the developer could erect more on the property if necessary.
RPC member Norma Jean Opatik said the only RV that could fit into those slips would be a park model home.
Richards said the RV park would be for senior citizens who don’t want to take care of a lot. The RVs could be stationed there for three months or up to two years, he said.
“It’s almost like a mobile home park but these units don’t meet the definition of a mobile home,” Nye County Planner Jack Lohman said. The park model homes were sort of a gray area not addressed in county codes, he said.
Masterson said when the RV park ordinance was drafted, planners were very specific it was not designed for permanent residents.
Resident Bob Howard said at Preferred RV Resort members are required to move their rigs every nine months.
A handful of neighbors objected to the plans. Joyce Griswold said senior citizens live in the area who can’t tolerate a lot of people coming and going.
Lois Mills said she bought her property next door 24 years ago to live in a rural setting. The density of the project would be like putting 60 RVs on her 4 1/2 acres, she said.
Shirley Jewell said it would make it difficult to sell her property across the street.
“What we’re doing here is semantics. We’re calling it an RV park but it functions as a mobile home park. The potential to become a blight on the community is incredible and that has to be considered,” RPC member Nevada Tolladay said.
