The former manager of Kennedy Marina and Campground in Newell, W.Va., has been indicted on embezzlement charges in connection with the park’s operation from 2008 to 2010, the Herald-Star reported.

Keith English, 57, faces 10 felony counts of embezzlement for allegedly taking $14,343 in checks intended for the Hancock County park and putting it into a personal or business checking account.

The indictment comes 26 months after the West Virginia State Auditor’s Office completed an audit of the Hancock County Parks and Recreation Board that was critical of the board’s accounting and record-keeping practices.

The 2013 state audit, which covered the fiscal years 2009 to 2012, said it could not account for tens of thousands of dollars in payroll, marina and vendor expenses, and noted 11 areas where the Parks and Recreation Board was deficient.

At the time, Kennedy Marina was operated by the parks and recreation board. Hancock County commissioners now operate the marina through a private contractor, having removed it from the board’s authority in early 2013.
