Two weeks after voting 3-2 to deny a proposed campground on Morse Lane in Arrington, the Nelson County (Va.) Board of Supervisors is reconsidering that decision and voted to send it back to the county planning commission for review and another public hearing, according to the Nelson County Times.
Tim Masters, the landowner, applied for a special use permit for the campground on two parcels totaling 113 acres zoned agricultural. The Nelson County Planning Commission on March 25 voted to recommend approval of the permit with 13 conditions that included no more than 34 campsites, a limit of 10 sites in the third phase, no open fires or burning and no generators or amplified music.
After holding a public hearing April 14 that drew opposition from several speakers who live near the proposed project, the board split on a motion to deny it.
In a letter to the board following that decision, Masters wrote the denial was based on “unsubstantiated neighbor complaints and personal comments rather than the established criteria.”
“This decision was arbitrary and capricious, and it failed to uphold the county’s own standards and economic objectives,” Masters wrote.
